Principle

Throughout their Postgraduate Training Program, Postgraduate Learners teach undergraduate medical students and colleagues in various environments. Postgraduate Learners play an important role in both undergraduate and postgraduate medical education; therefore, it is imperative they receive the training and teaching opportunities necessary to ensure their competence as teachers.

Implementation of a program to help Postgraduate Learners develop their teaching skills fulfills, in part, the scholar and communicator roles of the CanMEDS/CanMEDS-FM physician competency framework which is required for accreditation as indicated in the Royal College of Physicians and Surgeons of Canada (RCPSC) and the College of Family Physicians of Canada (CFPC) Canadian Excellence in Residency Accreditation (CanERA) General Standards of Accreditation.

The Committee on Accreditation of Canadian Medical Schools (CACMS)-Element 9.1 also states that medical schools must provide “resources to enhance and improve Postgraduate Learners’ teaching and assessment skills, with central monitoring of their participation in those opportunities provided.”

Adhering to both undergraduate and postgraduate accreditation standards, the Faculty of Medicine (FoM) created a Teaching Effectiveness Program (TEP) to enhance the teaching administered by Postgraduate Learners at Memorial University (Memorial).

Purpose

To outline the process established to facilitate a Postgraduate Learner’s successful completion of the TEP.

Scope

Postgraduate Learners in Postgraduate Year one (PGY 1) and Postgraduate Year two (PGY 2) of a Postgraduate Training Program at Memorial.

Definitions

CanMEDS/CanMEDS-FM — A national, needs-based, outcome-oriented, competency framework initiative endorsed by the Royal College of Physicians and Surgeons of Canada (RCPSC) and the College of Family Physicians of Canada (CFPC).

Medical Education Scholarship Centre (MESC) — A support unit of individuals who possess expertise in education scholarship who foster research and development in medical education within the Faculty of Medicine (FoM).

Postgraduate Learner (Resident) — A trainee registered in a Postgraduate Training program at Memorial accredited by the Royal College of Physicians and Surgeons of Canada (RCPSC) or the College of Family Physicians of Canada (CFPC).

Postgraduate Training Program — A period of training in a specific program of medicine with a set of Educational Objectives prescribed by the Royal College of Physicians and Surgeons of Canada (RCPSC) or the College of Family Physicians of Canada (CFPC) leading to certification by one of these bodies.

Teaching Consultant — A member of the Medical Education Scholarship Centre (MESC) who is responsible for the development and implementation of programs to facilitate and support effective teaching practices.

Teaching Effectiveness Program (TEP) — An interactive, multi-session program designed to enhance the teaching administered by Postgraduate Learners in all Postgraduate Training Programs at Memorial University.

Policy

1.0 A Postgraduate Learner must complete all components of the TEP.

1.1 In PGY 1, a Postgraduate Learner must complete the academic half-day on teaching and learning principles.

1.2 In PGY 2, a Postgraduate Learner must complete a teaching enhancement workshop program.

1.3 All required TEP sessions must be completed by the end of PGY 2.

2.0. Postgraduate Training Programs have the option to create and deliver their own Program-specific teaching enhancement workshop program for their PGY2 Postgraduate Learners.

2.1. The Postgraduate Training Program will be solely responsible for all activities related to program delivery (i.e., scheduling, communication with Postgraduate Learners, obtaining attendance records, etc...).

2.2. The teaching enhancement workshop program must be submitted to, and approved by, the Teaching Consultant before its implementation.

3.0. Postgraduate Learners outside the St. John’s metro area must participate in the interactive online TEP sessions.

4.0. A Postgraduate Learner who can verify that they have previously participated in a similar Postgraduate Learner teaching program, may be granted exemption from completing the TEP by the Teaching Consultant.

Procedure

A.0. Delivery of the TEP

A.1. A detailed description of the TEP sessions and their delivery can be found on the Office of Professional and Educational Development (OPED) webpage.

A.2. The PGME office notifies PGY 1 Postgraduate Learners of when the academic half-day will be taking place approximately eight (8) weeks prior to its start date.

A.3. The PGME office notifies PGY 2 Postgraduate Learners of when the teaching enhancement workshop program will take place prior to the start of the program and at an appropriate time based on the workshop schedule.

B.0. TEP Attendance

B.1. The session facilitator confirms Postgraduate Learner attendance at the mid-point of any TEP session.

B.2. The Teaching Consultant forwards the Postgraduate Learner attendance report to the PGME office.

B.2.1. The PGME office maintains a central database of Postgraduate Learner attendance.

C. O. Completion

C.1. Postgraduate Learners will not be promoted to the next academic year until all TEP components are completed by the end of PGY 2.

C.2. It is the sole responsibility of the learner to ensure timely completion of all TEP components.

C.2.1. Supplementary sessions will only be offered when reasonably feasible.
