Postgraduate Learner Teaching Evaluation Policy
Principle
Throughout a postgraduate training program, Postgraduate Learners play an important role in Undergraduate and Postgraduate Medical Education (UGME/PGME) as they teach medical learners. As a result, it is imperative that Postgraduate Learners receive feedback on their teaching performance to ensure they are providing effective learning experiences.
PGME supports the assessment of Postgraduate Learner’s teaching abilities in multiple settings. This includes written learner assessments and support for formal processes to collect and consider Postgraduate Learner evaluations of their program.
Purpose
To outline the requirements and processes regarding the evaluation of Postgraduate Learners who teach Undergraduate Learners at Memorial University.
Postgraduate Learner teaching evaluations will be conducted in accordance with the following requirements:
- Committee on Accreditation of Canadian Medical Schools (CACMS) Element 8.5;
- Student Rating of Courses and Instruction Administrative Policies and Procedures.
Postgraduate Learner teaching evaluation is an anonymous and confidential process. As such, it cannot address individual instances of bullying, harassment, or intimidation. Undergraduate Learners who may be experiencing mistreatment are encouraged to access resources outlined in the Policy for the Prevention and Resolution of Learner Mistreatment.
Scope
Learners enrolled in a Postgraduate Training Program at Memorial University (Memorial).
Definitions
Academic Program Administrators and Assistants — The administrative staff member who supports and oversees the daily operations of a discipline’s education program. This includes responsibility for coordinating duties associated with examination and assessment.
Education Specialist — The administrative staff member responsible for overseeing program evaluation at the Faculty of Medicine, Memorial University.
Postgraduate Learner (Resident) — A trainee registered in a Postgraduate Training program at Memorial accredited by the Royal College of Physicians and Surgeons of Canada (RCPSC) or the College of Family Physicians of Canada (CFPC).
Postgraduate Training Program — A period of training in a specific program of medicine with a set of Educational Objectives prescribed by the Royal College of Physicians and Surgeons of Canada (RCPSC) or the College of Family Physicians of Canada (CFPC) leading to certification by one of these bodies.
Program Director — The faculty member assigned responsibility for the overall conduct of the Postgraduate Training Program.
Program Evaluation Sub-Committee (PESC) — A standing committee of the Undergraduate Medical Studies (UGMS) committee that reviews and develops the overall framework of program evaluation for the curriculum leading to the MD degree.
Required Training Experience (Rotation) — A pre-identified period of time in one (1) training program with a specified timeline that has a set of Educational Objectives and/or Competencies to be successfully completed. Referenced in the University Calendar as a Rotation.
Undergraduate Learner — Individual registered in the Doctor of Medicine (MD) program at Memorial University.
Policy
1.0 Postgraduate Learners teaching in the UGME program will be evaluated.
2.0 Undergraduate Learner anonymity must be ensured throughout the evaluation process. Evaluations completed by fewer than three (3) learners will not be sent to the Postgraduate Learner.
3.0 The Education Specialist for the Program Evaluation Subcommittee (PESC) will manage the Postgraduate Learner teaching evaluations.
4.0 The Office of Professional and Educational Development (OPED) is responsible for disseminating the Postgraduate Learner teaching evaluation results to the Program Directors.
5.0 Postgraduate Learners are evaluated on an ongoing basis during their teaching of Undergraduate Learners in the Phase 4 clinical rotations.
6.0 Teaching evaluation forms are released to the Undergraduate Learners by the Academic Program Assistants (APAs) in each clinical discipline. The collation and distribution of the results are managed by the Education Specialist for PESC under the authority of the Undergraduate Medical Studies Committee (UGMS).
7.0 All records related to the evaluation process are handled in accordance with the University’s Information Management policy, Privacy policy, the Access to Information and Protection of Privacy Act, 2015, related university policies and other applicable legislation.
