Developing just transition policies for Newfoundland and Labrador, in collaboration with diverse policy leaders.

Research relevance
Governments around the world are enacting just transitions that are delivering significant job and community benefits -- as well as emission reductions needed to confront the climate crisis. This research explores how Newfoundland and Labrador can similarly seize the opportunities of equitable energy transition.

Managing oil production phase out, foregrounding equity
Given the intensifying climate crisis and impending decline in global oil demand, international analyses indicate that oil-producing regions must prepare to phase out production. As the tier 2 Canada Research Chair in Equitable Energy Governance and Public Policy, Dr. Carter is studying how to transition away from a dependence on oil production in Newfoundland and Labrador in a way that is fair, especially to the workers and communities that depend on the sector.

Dr. Carter and her research team are creating a data-driven analysis of the opportunities for and barriers to an equitable transition. They are also supporting the co-creation of equitable transition pathways for the 2028 to 2050 period. Ultimately, the aim is to create a network of diverse policy actors -- including Indigenous Peoples and settlers representing civil society organizations, government, industry and labour -- to work together to manage a fair phase out of oil production in Newfoundland and Labrador.
