Terms of Reference

Committee on Honorary Degrees and Ceremonial

1.     Membership

a.     The members of the Committee shall be

i.       the Chair of Senate, who shall be the Committee Chair;

ii.      the Chancellor;

iii.    the University Registrar;

iv.    the Public Orator

v.      the University Marshal

vi.    the Convocation Administrator (non-voting)

vii.   one (1) undergraduate student appointed by each of the Grenfell Campus Students’ Union, Marine Institute Students’ Union, and Memorial University of Newfoundland Students’ Union, for a total of three (3);

viii. one (1) graduate student appointed by the Graduate Students’ Union; and

ix.    an appropriate number of academic staff member with at least one (1) form each of the Grenfell Campus, Labrador Campus, Marine Institute and St. John’s Campus.

b.     In the absence or disability of the Public Orator, the Deputy Public Orator shall serve as the Public Orator.

c.      The Secretary of Senate shall serve as Secretary to the Committee and shall be a non-voting member ex-officio.

2.     Duties and Responsibilities

a.     The Committee shall be responsible for making recommendations to the Senate in respect of

i.       the conferral of Honorary Degrees;

ii.      the conferral of Titles Emeriti;

iii.    the appointment of the Public orator, Deputy Public Orator, and University Marshal;

iv.    meetings of the convocation, including matters of academic dress, design and content of degree parchment, and all other ceremonial matters over which the Senate has jurisdiction; and

v.      other such matters which may, from time to time, be referred to the Committee by the Senate.

b.     The Committee shall be responsible for the Convocation Advisory Committee, which is established as a Subcommittee thereof, and the Committee shall delegate or refer to the Subcommittee such business as it finds necessary and appropriate.

c.      The Committee shall be responsible for the recognition and implementation, within the scope of powers defined in this Subsection, of

i.       the Truth and Reconciliation Commission’s Calls to Action on Reconciliation (nos. 62-65);

ii.      principles of Equity, Diversity, Inclusion and Anti-Racism as may be established, from time to time, by the University; and

iii.     principles of Indigenization and Reconciliation as may be established, from time to time, by the University.
