Oveview:
Video Monitoring refers to the use of cameras and/or recording devices to collect and/or view live or recorded images. Video monitoring is used at Memorial Unversity for the purposes of public safety, property security, maintenance of public order, deterrence, detection and prevention of crime, law enforcement, and law enforcement investigations.
Video Monitoring Guidelines:
The University has published the Memorial University Video Monitoring Guideline as a means to oversee and manage video monitoring systems at Memorial University's St. John's Campus. This procedure establishes a process for the review and approval of video monitoring systems to ensure their appropriate compliance for the collection, use, access, and retention of video records.

Access to recorded Video and Images - St. John's Campus
As required by the APIPP Act and the OIPC NL Guidelines for Video Surveillance, reasonable security measures must be made to ensure appropriate collection, use, disclosure, storage, retention, and destruction of and access to images transmitted or recorded by video monitoring.
Apart from disclosure to law enforcement agencies, requests for disclosure of information collected by video monitoring must be directed to the University’s Information Access and Privacy Office.
Compliance
At a minimum, new and existing (legacy) video monitoring systems must:
- be approved in writing by the Cheif Risk Officer and used for the purposes related to the safety and security of individuals and to protect and manage University property only.
- meet the hardware, installation and maintenance requirements approved by the OCRO, ITS and Technical Services.
- have approved signage posted in the monitored area, giving reasonable notice of that fact.
- if monitored, users accessing local video monitors must complete the Authorized Persons education.
- if recorded, recordings shall have an initial 30-day retention period, unless a longer retention period is authorized or required by law, University policy, or information management and retention schedule.
- if recorded, unit and any requests to view recordings must be reviewed and approved by the Cheif Risk Officer on a case by case basis or in accoradance with ATIPP legislation.
Request for Video Monitoring Service - St. John's Campus
If you would like to request a new video monitoring system or would like a review of an existing system, please email cepmanager@mun.ca.
A physical security assessment will be completed to review all physical security systems in the area and ensure that a security camera is beneficial to the area.
Decisions to add a security camera to a work area have to comply with Memorial University Video Monitoring Guidelines, the Guidelines For Video Surveillance OIPC NL, and be approved by Protective Services.
