Changes since audit
The Board of Regents and senior leaders are continuing work to improve campus infrastructure. This work will continue. Examples of work that has occurred since the end of the audit period includes:
1.) Addressing Memorial’s deferred maintenance liability continues to be an active topic and has been discussed at a number of recent Board of Regents meetings. At its meeting held on December 5, 2024, the Board of Regents reviewed updated information on options to address significant deferred maintenance issues and to renew technology infrastructure.
2.) At the March 2024 Physical and Digital Infrastructure Committee meeting of the Board of Regents, it was agreed that a new campus renewal fee process and evaluation criteria are required. Since that time the Associate Vice-President (Facilities) and Chief Information Officer have been working on this file to align for the 2025-2026 funding cycle, which will also ensure all projects, across all campuses, funded under Campus Renewal Fee, will receive Board of Regents approval.
3.) Grenfell Campus submitted its list of projects to be funded from Campus Renewal Fee for approval to the Board of Regents at its October 2024 meeting.
4.) Memorial University is assessing its options to address its space management system.
5.) Several policies and related procedures are in the process of update and are preparing to go to university wide consultation, as per the university’s policy framework. These include:
- Space Policy (now also incorporating Space Leasing Policy) and four procedures
- Capital Projects Policy and five procedures
- Vehicles – University Owned or Leased Policy (to be renamed Fleet Management Policy) and ten procedures
6.) The Terms of Reference has been updated for Vice-President Space Committee as of December 2024.
7.) We are developing a multi-year Department of Facilities Management Strategic Plan with the goal of ensuring our work in this area aligns with the needs and strategic direction of the university.
8.) At its December 5, 2024 meeting, the Board of Regents approved the updated Physical and Digital Infrastructure Committee’s Terms of Reference which positions the committee to provide oversight, stewardship, and strategic direction of the university’s physical and digital infrastructure.
